The Authority of the college council

Article 20: The College Council Exercises the Following Competencies:

  1. Academic Competencies:
    • Admission Plans: Developing admission plans for undergraduate and postgraduate studies based on department or scientific branch and monitoring their implementation.
    • Scientific Research and Teaching Materials: Creating plans for scientific research, authorship, translation, and providing educational materials. Ensuring faculty members’ availability and community service.
    • Department and Curriculum Planning: Proposing the establishment, merger, or cancellation of scientific departments, branches, and centers. Distributing curricula across academic years.
    • Visiting Professors: Approving plans related to inviting visiting professors.
    • Postgraduate Studies: Providing guidance on establishing postgraduate studies, curricula, and annual and five-year plans, among other matters not covered in paragraph (h) of this article.
  2. Administrative Competencies:
    • Personnel Transfer and Assignment: Approving the transfer and assignment of staff members (faculty, technical, and administrative) within colleges and university departments.
    • Supervision and Activities: Overseeing college affairs, including scientific, cultural, educational, and sports activities.
    • Faculty Staffing: Preparing faculty staffing plans for the following year based on recommendations from the dean and department councils.
    • Study Leaves: Proposing study leaves within the country for college affiliates based on department recommendations.
    • Faculty Services Abroad: Recommending faculty members for service loans or study fellowships abroad based on department recommendations.
    • Member Commitment: Approving faculty members’ full-time commitment within or outside the country according to regulations.
    • Technical and Administrative Titles: Approving changes to technical and administrative titles within the college’s approved structure, in accordance with laws, regulations, and instructions.
    • Committees Formation: Establishing committees to assist with academic, administrative, financial, and educational tasks.
    • Disciplinary Measures: Imposing disciplinary penalties on students in accordance with applicable regulations.
    • Other Matters: Considering all other college matters referred to it by the dean.
  3. Financial Competencies:
    • Budget Proposal: Proposing the annual budget, import program, and annual investment plan.
    • Final Accounts: Recommending approval of the college’s final accounts.
    • Donations: Approving donations of movable and immovable property up to 50% of the university president’s authority, in accordance with prevailing laws and regulations.
    • Property Decisions: Authorizing decisions related to the sale, lease, appraisal, and mortgage of state-owned movable and immovable property, in accordance with Law No. 32 of 1986.
    • Designs and Quantities: Approving designs, maps, and quantity schedules for works and projects included in the regular or investment budget. Contracting for their execution in accordance with legal provisions and special conditions.
  4. Delegation of Powers: The council may delegate some of its powers to the college deans12.
